You can of course use the files which are in WDK: C:\Program Files\Microsoft Platform SDK for Windows Server 2003 R2\Samples\SysMgmt\Msi\database\INTL These files include already translated texts for common Action and Error texts. You can create simple script to create the wxl files from these files.
