I guess part of my problem is understanding the syntax.  In your
example, you have the following:
<Condition Action="disable">TEST_ENVIRONMENT = "1" OR QA_ENVIRONMENT  =
"1" OR PROD_ENVIRONMENT = "1"</Condition>
        <Condition Action="enable"><![CDATA[TEST_ENVIRONMENT <> "1"]]>
AND <![CDATA[QA_ENVIRONMENT <> "1"]]> AND <![CDATA[PROD_ENVIRONMENT <>
"1"]]></Condition>
 </Control>

In one place you test the TEST_ENVIRONMENT property using this syntax:
TEST_ENVIRONMENT = "1"
Elsewhere you use this syntax:
[CDATA[TEST_ENVIRONMENT <> "1"]]>

Can you explain when to use one versus the other?
