The docs say that local authenticated users have these rights:

SC_MANAGER_CONNECT
SC_MANAGER_ENUMERATE_SERVICE
SC_MANAGER_QUERY_LOCK_STATUS
STANDARD_RIGHTS_READ

OpenSCManager is used in SchedServiceConfig, explicitly requesting
SC_MANAGER_CONNECT. It should work. Might just be a Vista bug...
