You should be able to build on Vista using WiX. As luck would have it, I just completed MSI 4.0 support in WiX on Tuesday. However, you may have noticed that the latest weekly release did not actually contain updated bits. Once we update the bits (hopefully next week), WiX will support all of MSI 4.0.
