I was able to find a problem in the COM+ custom actions code by getting the source for wix and building it myself. Use this version to generate the msi. You set an environment variable called MsiBreak to the name of the custom action you want to stop at. The uninstall will stop at this CA and tell you attach a debugger to a particular process id.

Like I said, it really depends which bit of the uninstall you are having problems with. It may be that you can only do what Rob suggested.
