 Do you really want per-user installs or do you just need a way of advertising the packages so that a user with non-administrator privs can install your software?
 
From the Windows Installer Team Blog:
 
Rule 30: Per-machine Installs are Easier to Manage
Because per-machine packages are installed for every user, there are fewer problems for subsequent repair, patching and uninstall. For example, if a user installs an application only for themselves, another user (even an administrator) cannot later uninstall the application.

Can I turn off product registering into ARP and HKCR and any other "admin"
places and only install into "Documents and Settings/?
