I'm still can't imagine any replacement to Qt Designer unless you want to
create a Visual Designer (Qt Designer has fantastic features for layout
based designing) from scratch but I can suggest to build HTML based
designer from Kompozer or something similar.
BTW, do you have any serious plan for Visual Designer or you still in
researching stage?
