That is correct, only buyers and sellers can leave feedback. However, if the buyers were made aware of the fact the software is free, they might well leave negative feedback to the seller. However, as a buyer & seller on eBay, I am very reluctant to leave negative feedback anyway. Sellers will often retaliate and do the same, which hits you if you want to sell anything.
