The recommended solution is to make sure npf.sys is loaded before you start Wireshark: http://wiki.wireshark.org/CaptureSetup/CapturePrivileges#windows
Wireshark contains over 1.4 million lines of code, and it's best to avoid running them as Administrator or root if you can.
