Sorry for writing unclearly, I do can decode packets as RTP on Windows, just 
can't use the shortcut key. 
For example, I can type 'r', 't', 'p' in sequence to locate 'RTP' protocol on 
RedHat, and it 
Can’t be done on a windows XP laptop.

Wireshark code is usually identical between the Unix and Windows 
versions.  I'm not quite sure what problem you are reporting - you can't 
do Decode As->RTP on Windows, but you can on Redhat?  Or something else?
