Of the four possible configurations of "plugins not compiled" and 
"infrastructure for plugins not built", "plugins compiled but infrastructure 
for plugins not built" does not seem like a useful configuration, and I'm not 
sure what the benefits of "plugins not compiled but infrastructure for plugins 
built" would be; unless there's some merit to the second of those (or somebody 
finds some merit for the first of those), I'd say what the option *should* be 
is a choice between "infrastructure for plugins built *and* plugins compiled" 
and "infrastructure for plugins not built *and* plugins not compiled".
