Hi,

The document PCAP Next Generation (pcapng) Capture File Format describes the 
timestamp value like this:

The timestamp is a single 64-bit unsigned integer representing the number of 
units since 1/1/1970 00:00:00 UTC.

The document doesn't define "units".  Is a unit a microsecond?
