I have not registered at U3 or joined the developer forum but just from reading the certification page (http://www.u3.com/developers/technical/certification.aspx), it's not entirely clear to me if the 2 free submissions would apply to Wireshark overall or to each version of Wireshark submitted. If it's only a total of 2 free submissions, then perhaps it's not worth pursuing, but if they allow 2 free submissions per version submitted, then it seems like it might be worthwhile (pending the issues Graeme brought up earlier, of course).
I don't know U3's business model, but it would seem to me that hosting freely available tools would attract more interest in U3 applications in general and would probably generate more commercial sales as people peruse the other products hosted there as well.
