Net-SNMP seems to need it.  If I configure --with-net-snmp but without 
SSL, 'configure' says:

> configure: error: Net-SNMP requires openssl but ssl not enabled

Personally I don't use either, but I've seen questions on the lists that 
seem to imply people do use the SNMP stuff.
