This sounds a lot like NoCatAuth, with a Kerberos backend. We ran this for a while on a separate network (a smaller one with about 6 APs in the College of Business). This was a NoCatAuth setup that authenticated via a SSL-enabled browser. Accts were stored on MySQL (report can be found at http://verma.sfsu.edu/users/wireless/nocatauth_report.pdf).

Web-based login makes life simple for tech support. No clients to download.
