Similar issue here, with my ar938x on FreeBSD 13 release, I can’t associate to
a carrier but I can scan and everything else works fine, a temporary fix that
worked for me was to do `ifconfig wlan0 down`, wait 10 seconds, `ifconfig wlan0
up`, wait another 10 seconds then you will be connected.
