I think you can find more details and help on how to write a NDIS driver in
these places:

- microsoft newsgroups related to driver development (I do not remember the
exact names, you can find them with a search on google)
- OSR website (ww.osr.com)
- sysinternals website (www.sysinternals.com)
- W. Oney "Writing the Windows driver model" (not sure about the book title)
- Solomon and Russinovich "Inside Windows 2000"

This is a mailing list for the users of WinPcap, I think not many people
have experience with ndis drivers.
