We provide a no-GUI installer for winpcap 2.3, look at the winpcap download
site.
At the moment, since 3.0 is in alpha stage, we do not provide a no-GUI
installer for this alpha.

Remember to respect our license, available at our web site (basically, you
have to give acknowledge for our work).
