i've been using the "orinoco integrated card" with windows xp for some time now and haven't had any trouble as far as winpcap is concerned. it lets me see traffic in both directions as well as send traffic. the card i have is OEM'd to sony - i got it with my Vaio. other than the fact that i can't do promiscuous mode, it works great.
i can even see traffic in both directions that is sent between 'virtual' ethernet adapters (that i've written on top of winpcap) and the wireless card all on the same box. i suspect it should work as well on 2k, but haven't ever tried it.
