Boswell , Why would you want to stop WinPcap?

For the first time, it work properly. However, after stopping it using Net Stop, I can not start it again(using Net Start). The error code is 2 (Can not find the file specicied). In fact, the file is at its right place. After rebooting, the driver can work properly again. And if I stop the driver, the same thing happenned. What's wrong with it. Please help, thanks!
