Hi nicola ,
the fact that your modem didn't send the packet is with every probability
due to the ndiswan driver, the one that controls PPP interfaces. On some
Win9x systems, it discards the packets sent by protocol drivers different
from MS TCP, without returning any error. Therefore, winpcap believes that
the packet was sent correctly also if no transmission occurred.
We don't have solutions for this problem at the moment.
