I think we should delay this until 1.2 is released because it
may trigger some installers to use unimplemented functionality
in msi.
Hmm, that's a good point. It turns out that the patch is pretty minor
anyway, as the installer happily permits continuing even if the native
Windows Installer 4.5 redist fails, so I certainly don't have any
objections for deferral.
