PSR-7 (HTTP message interfaces) in MediaWiki core was upgraded to version 2.0, and MediaWiki\Rest\ResponseInterface was updated accordingly. Since these are interface changes, there was no way to follow the normal deprecation process. If your code relies on one of these interfaces, you'll need to update it to keep it from breaking in MediaWiki 1.46
