Historical discussion at https://phabricator.wikimedia.org/T101048 - it
seems like historically there was logistic issues with getting TLS certs
for all of them. Later there was the ncredir project to fix these issues
https://wikitech.wikimedia.org/wiki/Ncredir which appears to have been
succesful . I wasn't able to find any mention of why things like fr.wiki
weren't setup to use ncredir. Maybe its just an oversight or perhaps people
just thought nobody was using them (?) Or perhaps there is some reason not
to redirect.
