Hi Marcin! It may be possible to set up a runner on toolforge, but I am unaware of anyone doing that yet.
We have runners available under the "repos" namespace (that is any project under the umbrella of https://gitlab.wikimedia.org/repos ). But instance-wide runners are still in the works—you can follow progress on Phabricator task T297426[1].
