It is public.

Anyone can add their email address to the list, without any form of
approval, and then read all posts freely. They can them remove
themselves from the list freely.

Equally, the "official record" can be consulted if someone reads
material on a mirror and wishes to check it, in just the same way.

So, there is very little realistic difference to the archives being
open or behind this "unlocked door".

Your vague threat is not helpful.
