I've taken the liberty of updating:
https://commons.wikimedia.org/wiki/Help:Server-side_upload

to indicate that server-side uploads are deprecated, unmaintained, and
there is no guarantee that they will go through on a reasonable timeframe
so people stop adding to the queue thinking it will be handled. I strongly
recommend that anyone who thinks they might want to do a server-side upload
should first try UploadWizard instead, which also allows uploading large
files.

If there are upload failures still occurring with UploadWizard, then those
bugs need to be found and fixed so that everyone can self-serve all image
and media uploads with no need to escalate.

(As I recall we did have some failures in the past with recombining large
files at the final stage of upload. If this is still a problem, then we
need to fix that. I can include this in my maintenance time if we still
have those to fix, especially if it will unblock users being able to
self-serve these tasks!)

My thanks to Yann for surfacing this, and my apologies for how bad a user
experience it has been so far. We can do better. :)
