Not sure if that holds if the code drop is more than a patch. I think if it is 'large enough' (for some arbitrary value of large and enough) I suppose a CLA might be advisable. Say if someone from IBM would attach a zip with all WebSphere source inside, and tick the checkbox, I don't think that would hold.
