I thought that too, but turned out we didn't. And I don't think it is the greatest idea to deviate from the standard here anyway. That XML format works fine, and if we want to support normal properties with other encodings too, the encoding should be explicit (e.g. as part of the file name like MyPanel_nl:utf-8.properties or something).
