Added the ability for services to bind to a SHUTDOWN event. This allows services to be notified when weewxd is being shutdown. PR #1106 <https://github.com/weewx/weewx/issues/1106>. Pass a terminate event flag to the thread running StdReport. Generators look to this flag and finish immediately if it is set. Fix problem where [StdReport] does not include HTML_ROOT.
