Try picking a different broadcast address from the three choices. You might also set shared sockets true and log raw packets true at least initially. And set weewx.conf debug=1
If you want to eliminate weewx from the equation initially - install my wfudptools via pip and run ‘wfudplistener -r’ to see if the os hears anything from your hub.
