Try picking a different broadcast address from the three choices.

You might also set shared sockets true and log raw packets true at least 
initially. And set weewx.conf debug=1

If you want to eliminate weewx from the equation initially - install my 
wfudptools via pip and run ‘wfudplistener -r’ to see if the os hears 
anything from your hub. Remember WF gear broadcasts so you need the hub on 
the same subnet as the listening box because broadcasts don’t route (unless 
you do something unusual to permit that)
