It would be useful to see the system log. It will tell us whether the WeeWX service for PWS is being loaded.
Getting a system log on a Mac is a pain. You will have to add a [Logging] section to your configuration file. See the section *Logging to rotating files <https://github.com/weewx/weewx/wiki/WeeWX-v4-and-logging#logging-to-rotating-files>* in the wiki.
