Kinda hard to magically divine what you can't work out specifically, but
here's how I do it FWIW

# this assumes your weewx-data is under /home/pi/weewx-data
sudo apt install rsyslog
sudo cp /home/pi/weewx-data/util/rsyslog.d/weewx.conf
/etc/rsyslog.d/weewx.conf
sudo systemctl restart rsyslog

The result is the logs will be under the directory /var/log/weewx - doesn't
get much simpler than that :-)

Lastly - if you used a packaged installation of weewx the rsyslog.d config
file to copy into place would be /etc/weewx/rsyslog.d/weewx.conf

The wiki page is perhaps a bit dated in my opinion. The simple steps above
are plenty good enough these days...
