That driver was written for python2.x and that's long gone now. It was
never upgraded but there is a fork of it that was rejigged to use Python3.x
and  tweaked for the weewx 4.x versions.
It relies on the module python3-six (that's available in Debian 12)

Try that one, It may work as is with weewx 5.1, probably should work for
weewx 4.x.

Forget about 3.6, you'll get lost if you go down that path.
