What should it be, and what are you basing that on? I wouldn't think the total daylight would be exactly the same throughout Austria as I think there is 2.5 degrees or so difference in latitude from the southern to the northern point. So are you sure your location coordinates are correct and that the times are still wrong? The values you show look reasonable to me for a latitude around 48N.
