You can use the StdQC <https://www.weewx.com/docs/5.0/reference/weewx-options/stdqc/> service as a filter.
If your hardware does not supply it (check!), rainRate is calculated by class RainRater <https://www.weewx.com/docs/5.0/reference/weewx-options/stdqc/>.
