Yes just to confirm and thanks to Vince for the clue that nudged me in the 
right direction, I can confirm that the hex code enclosed in single quotes 
works perfectly.

Here is an extract from my skin.conf: -

        None = lightgray
        [[[upper_bounds]]]
            -10 = '#8781bd'
            0 = '#487ea9'
            5 = '#369cac'
