(Your site is http, not https.  While not a GDPR issue, in 2023 that's a
bug, as people visiting http sites facilitates malware injection
attacks, and we need to get to "no sites are http and nobody would think
it reasonable to visit one":

I am aware of GDPR, but my impression is that cookies per se are not
problematic, but only tracking.  My impression is further that ~nobody
is clear on this point and adds annoying popups that ask for broad/vague
consent to "improve your experience", and that in general this is
dreadful.

This particular one isn't quite so bad, except that the text (which
cannot be cut/pasted, which is bad), talks about "personalise content"
which does not mean ads (which are ads not content), and then has a
marketing toggle.  It then says "we may share information with social
media and analytics partners", without naming them, and without
explaining if "statistics" cookies are ever used to gather, store or use
identifiable information (vs just counts).  This lack of clarity is in
my view not compliant.

Also, the "allow all" is highlighted, and my understanding is that it
must be just as easy to decline as to allow, and thus this is an additional GDPR
violation.

The obvious solution is not to engage in tracking, and thus not to need
