Could it be a good idea to replace the following lines in weewx.service? Replacing: Requires=time-sync.target After=time-sync.target
With: Requires=systemd-time-wait-sync.service After=systemd-time-wait-sync.service in Raspbian Buster it should be able to prevent weewx from running until the system time has been synchronized via the internet.
