It seems you are tried to reinstall python 3.9. No need to do that!

However, you failed to download weewx-X.Y.Z.tar.gz. Here, X.Y.Z is the 
current version, i.e. 4.8.0.

tar xvfz weewx-4.8.0.tar.gz

etc.
