yeah - it's a little more complicated than just grabbing one file. You want to download it as a package and use the extension installer.
cd git clone https://github.com/tkeffer/weewx-twi.git weewx-twi sudo wee_extension --install weewx-twi then it should appear in the menu. If 'git' is not present, then "sudo apt-get install git" will install that.
