Yes, it does clear the console history. If you care about the values in there, you can use the wee_device utility with the --dump option <http://weewx.com/docs/hardware.htm#vantage_dumping_the_logger_memory> to put them into the database.
First stop weewxd, then run the command *wee_device --dump* You may get multiple "primary key errors" if archive records are already in your database. You can ignore these.
