The source code would have to be modified. However, the reason that WeeWX does not upload soil moisture to WOW is that they expect the number to be in percent, whereas the rest of WeeWX has soil moisture in centibars. When I wrote the code (now 10 years ago?), it wasn't obvious to me how to convert between the two. As I understand it, the conversion is soil specific.
