Ubuntu makes it pretty straightforward. Copy the file to /usr/share/ca-certificates and run update-ca-certificates. Better than the old days, anyway.
This DID fix my problem but it does appear that they continue to mess with their services. restx will sometimes get the below error which doesn't look like the same intermediate digicert problem. Afterwards, Weewx needs a restart and is then "fixed" for awhile.
