Nope, one of the big benefits is that you can create your own custom schema 
for added databases.

You could create+populate the custom db probably any way you want.

I'd think that as long as the db is known to weewx via the weewx.conf file, 
you could access it in skins etc.

Uncertain about whether you have to use the same intervals in all 
databases, but I 'think' so, if weewx is doing the populating.  Does it 
really matter that much, given how small such a db would be ?

Or when you say 'network accessible' are you thinking of having some 
external mechanism populate the snow db and you just want weewx to generate 
summaries and plots from that data ?
