the settings must be either in skins/Bootstrap/skin.conf or 
skins/Images/skin.conf or even possibly skins/BigImages/skin.conf - has to 
be in one of those I would have thought, unless being overridden by a 
setting in weewx.conf

I use the standard weewx image .png files even though I am using the 
bootstrap skin - so my settings probably wont help you very much.  I cannot 
remember why I did not use the bootstrap .pngs - maybe for the very reason 
that you have discovered!!!  I just cannot remember!!
