Yes, it appears that the WU API key you are using with the forecast extension is not being accepted. I guess the first thing to do is to log back into WU and check the validity of that key. I see you are also posting to WU RF, you could always check using that key. By default the WU forecast is downloaded every 3 hours (10800 seconds), so unless you change the default you will need to wait 3 hours between downloads, can make debugging a little time consuming. You may wish to change the WU forecast download interval to something much shorter by setting the interval config option under [[WU]] in weewx.conf, interval = 120 should download the WU forecast every archive period. If you do drop it to something like 120, make sure you increase it or go back to default or you risk making too many API calls and that would be bad.
I note you also seem to have a couple of gauge-data.txt issues as well as the odd WU RF issue, but let's get forecast issue sorted first.
