Sounds like you are going to be creating a 'new' value rather than heat 
index - the formula for which is pretty well defined as being based on 
temperature and humidity whilst windchill does indeed use windspeed and 
temperature.  However, using windgust could be problematic unless you have 
the instantaneous temperature to go with the windspeed.  Humidex used 
dewpoint rather than humidity - but also does not use windspeed.  I do 
believe though that our Australian users have implemented the calculation 
of apparent temperature - which does indeed use temp, humidity and 
windspeed.  Try and google for apparent temp within weewx user grouip.
