Just had some other thoughts.  I did just used the .deb file to install 
weewx 3.7.1.  I had no problems with the install part in Debian testing.  

I did have to write my own service file (systemd) for weewx.  weewx 
wouldn't start from the init system (service weewx start).  It ran fine if 
I started it with "weewx --daemon /etc/weewx/weewx.conf" from the command 
line.  I found an example of a service file that I could build on to make a 
weewx service file for systemd and that has worked fine.  Plus I had to 
learn about systemd service files and all the options they have!!!

I had a few skins running on 2.5.1 that wouldn't run under 3.5.1.    I have 
not had time to see why bit thets for another week!
