As a last resort last night, I tried resetting the WMR100NA--unplugging it, removing and reinstalling the batteries, and plugging it back in and I got a nice surprise this morning--I see my weather reports posted to WU and APRS! I guess I went a little overboard on the upgrading to resolve this, but at least I am on the latest version of Raspbian and weewx now. I still need to resolve some issues with publishing to apache2 (but I am a lot less concerned about that.
